Welcome to Tooley Harbor, an affordable waterfront community in Elizabeth City, NC, known as "The Harbor of Hospitality".

The city has been proudly declared a "Coast Guard City" in May of 2015. It is the home of one of the largest US Coast Guard Stations. Many of the servicemen are proud to call Elizabeth City home, as they do not plan to leave the welcoming small town. Elizabeth City is also the home of Elizabeth City State University (a constituent institution of The University of North Carolina), Mid-Atlantic Christian University, and the College of the Albemarle.
Tooley Harbor is a planned waterfront community located on a navigable canal and part of the Pasquotank River. The community contains 400 planned residences and is to be composed in three phases. The planned amenities include a private boat ramps, marina, canal & river access, and boardwalks.
